Narrative of event:
Abeam the numbers on a right down wnd, the aircraft was configured to land. During the base to final turn, aircraft was slowed to ~90 kt. Over the numbers, the aircraft continued to decelerate through 75KT, and was held off for a perfect 3 point landing at the 1000? Markers. I was giving instructions to continue to taxi down the rny and make a left turn onto rny 20, now being used as a taxi way. At what I would describe as a slow jog, I continued to taxi on the active, for at least another 2000? To reach the intersection. Upon arrive, with both feet on the brakes, I released to tail wheel locking mechanism to make the left turn. However, immediately upon releasing the tail LOC, the aircraft began to make a slow right-hand turn. Both feet were still on the brakes, but I then found the left brake was all the way at its stop and gave no braking action. The rate of rotation of the aircraft now started to increase slightly and spun ~270 degrees until it came to a stop. During that final part of the swing, that sling shot effect was enough to lower the outer most portion of the very tip of the trailing edge of the LH wing to touch the ground and scrape it. There was no other parts of the aircraft that came in contact. With the engine still at idle, aircraft continued to taxi to the ramp.
