AIRCRAFT WAS GROUNDED: PASSING 1200FT ON TAKEOFF ALT WINDOW WENT ALL DASHES A/P AT TAKEOFF UNABLE TO RESET. DECESION MADE TO RETURN TO PHL. EMERGENCY DECLARED AND AIRCRAFT LANDED OVERWEIGHT WITHOUT INCIDENT. MAINTENANCE REPLACED MODE CONTROL PANEL PER AMM 22-11-07.
